Performance matters at Copeland Borough Council. We are
committed to improving the quality and efficiency of the services
we provide to the citizens of Copeland. Central government
has placed statutory duties on local authorities to continuously
improve their services. Councils have to set out their plans,
measure performance and report regularly to citizens and the
Government on how they plan to make improvements to local
services.
Our Corporate Improvement Plan
Copeland Council has recently agreed a Corporate Improvement
Plan. This plan sets out everything that Copeland Council aims
to achieve in 2009-10 - and all on one side of paper. The plan has
been designed to be easy to understand, with clear targets for
us to work towards.
The Corporate Improvement Plan is a one year plan that fits with
our 5 year Corporate Plan. This plan is our longer-term plan
for Copeland. It is refreshed annually and contains the Council's
objectives, targets and measures.
The Corporate Plan is agreed by the Councillors, and all of
Copeland's managers and services have responsibility for delivering
its aims to improve the quality of life for the citizens of
Copeland.
Council services also create and deliver annual service plans
through which they can contribute to the delivery of the Corporate
Plan and improve their own performance.
External Performance Management
There are three main aspects of external performance management
of local government:
The Audit Commission, a Government agency, is charged with
auditing and inspecting aspects of local authorities' performance
on a regular basis, and publishing reports. All the reports about
Copeland Borough Council are together on the
Audit Commission website.
Service Users' Views
In addition to Audit Commission inspection, residents and
service users are included in the assessment of Copeland Borough
Council's performance through the nationally organised Place Survey
and other local surveys.
The Council's Performance Management
Copeland Borough Council manages its performance, and reports to
Councillors and the public, as well as providing performance
information to the Audit Commission. The Council's quarterly
performance reports are publicly available through the democratic
system, in reports to the executive.
The Policy and Performance service at Copeland Borough Council
is responsible for ensuring that the Council is able to respond to
national and local performance management. For more information
about performance at Copeland, please contact the Policy and
Performance Officer on 0845 054 8600.
